What is it
In 1998, an effort to get the law caught up with the steady growth of new technologies, the United States, 17 U.S. Code, Title (title of the work with copyright law) to modify, including the Digital Millennium Copyright Act. DMCA, Title II, Online Copyright Infringement Liability Act in a section called - and more are known as safe harbor provision. Because of this provision essentially an online service provider liability for breach of users limit.
Safe Harbor Act premise that it's going to be difficult - if not impossible - a company for copyright infringement to screen every single comment. And if you pore through all the comments are capable of, it is unfair for you to determine what is and is expected to be able to copy protection.
How it works
Of course, as with everything, there's a catch: you as an online service provider to follow the exact requirements to the letter to be protected by the Safe Harbor Act. Only this particular way to use port security to comply with specific requirements. "If you find this website email our webmaster your copyright infringement" is a common stop anyone from suing you - but if they choose to do so, you are legally and not someone else protected from the wrath of the courts.
Requirements difficult to target things you do not - to address this violation is to establish a clear process. And are, in fact, not hard requirements.
What to do
In order to adhere to the requirements of the Safe Harbor Act, for specific information needs to be available to the public - both on its website the U.S. Copyright Office website. In both places, the following information must be:

Online service provider, it is your responsibility to make it as easy as possible for someone to contact you about possible violations to issues. Only problem: It costs nothing to add pertinent information to your website, but the U.S. Copyright Office in order for a Czech you need to send your information to them his will be.
